Is deploying the army a real solution or a symptom of failure?

President Ramaphosa is deploying soldiers to fight gangs, but @John_Stupart warns that an overstretched, underfunded army isn’t a local police force. While soldiers might bring a temporary hush to a neighborhood, they lack the power of arrest and the investigative tools needed to actually dismantle syndicates. Are we just using a Band-Aid for a bullet wound?

Not in principle, it reveals all that is bad with our country’s governance but if I were in a gang-ridden township I may have a different view from middle class or academia!
