In Afriforum NPC v City of Tshwane (High Court, Gauteng Div. Pretoria, Case 2025-090751, order dated 31 July 2025), the Court declared the City’s cleansing levy unlawful and set it aside, and ordered Tshwane not to bill it and, where billed, to credit accounts in the next cycle.
My accounts are still showing the levy with no credit.

Hi @Justin_Matley, the newsroom investigated this and according to the City of Tshwane, they have petitioned the Supreme Court of Appeal (SCA) to challenge the judgment. The City claims that this appeal automatically suspends the high court judgment, allowing it to reinstate the cleansing charges that were previously reversed. There’s more information here:
