The proposed culling of up to 1,200 elephants is a drastic measure, @Don. What was your immediate reaction to the proposal? 
It’s the result of massive systems failure. It reminds me of my work with street gangs. You manipulate the socio/political system so crime is invertible, then you blame the kid who does it and jail him.
