There appears to be very little control over the behaviour taxi drivers.
It seems to me that if traffic officials were simply to stop taxi drivers when they break traffic rules, like driving in the emergency lane, etc. and then detained them for ten minutes, then the benefit of breaking the rule would be lost and the passengers would assist in pressuring the drivers to modify their behaviour
